BOARD OF DIRECTORS
William Thompson –Chairperson William is the manager
for Wells Fargo Bank in Ukiah and Ft Bragg. He is an Assistant Vice-President.
He relocated to Ukiah in July of 2003 and ecame the manager of Ukiah and
Ft. Bragg branches. He previously served on the board of Directors for
the California Grey Bears, the board for Calistoga Affordable Housing
and is also serving on the advisory board of the United Way for Mendocino,
Lake and Sonoma County. He also holds a degree in Business Administration
and Management.
Peter Klein - Vice Chair: Peter is a retired attorney
with 28 years of experience as a public agency attorney, having served
the past 22 years as the County Counsel of Mendocino County. Prior to
becoming an attorney he worked for the State of California and the City
and County of San Francisco. He gained property management experience
working for a private property management firm and the Real Estate Division
of the Port of San Francisco. Peter is currently a member of the Board
of Directors of North Coast Opportunities, Inc. (NCO) and a past Board
Chairman of that organization. NCO is a private non-profit corporation
which provides a broad range of community program services to Lake, Mendocino,
Del Norte, Humboldt, Napa, Solano and Sonoma counties.
Raymond Hall recently retired as the (20+ years) as
the Director of the Mendocino County Planning and Building Services Department.
As a public regulatory agency they provided land use and building construction
services to all persons, regardless of economic status. Additionally the
Department was responsible for preparing and implementing the Housing
Element for the County.
As a result of my experience with the County he became very knowledgeable
in State Planning law, Subdivision Map Act, CEQA and Zoning codes. This
experience also includes significant interaction with local districts,
other jurisdictions, and state and federal agencies. Lastly, as a Director
of a County Department, he was responsible for budgeting, personnel matters
and prioritizing programs.
Gary Mirata - Treasurer has extensive knowledge in banking;
he was employed at the Savings Bank of Mendocino County for 45 years,;
at the Savings Bank he worked quite a few years in Real Estate Field .
He also was chairperson to the Low to Moderate housing for the Ukiah Redevelopment
Committee. He is either still serving or has served on other boards: Ukiah
Valley Fire District, Millview County Water District, NCO Board, Russian
River Cemetery District, and a CDC Commissioner.
Marlene Ruiz Marlene was a 3rd grader when her parents
qualified and built their own home through the RCHDC’s self-help housing
program in 1985-86.
She worked for West Company, a local non profit serving low-income micro
entrepreneurs to start and expand their small business. She currently
serves on West Co’s board of directors. I managed the Latino Entrepreneurial
Program, tripling the number of Latino participants within the first year.
She also counseled low-income micro entrepreneurs through the process
of our Individual Development Accounts (IDA) program. IDA’s were dedicated
savings accounts targeted for purchasing a first home, education expenses
or for capitalizing a small business.
Marlene now is at Wells Fargo, she provides a full range of business banking
services to small business owners. She also served as Vice President of
Mendocino County’s Latino Coalition, Co-Chair of Mendocino County’s Alliance
for Human Rights
Mark Rohloff was the Executive Director of the Ford
Street Project for approximately 30 years. The Ford Street Project primarily
function was working with homeless individuals and families in providing
shelter, transitional housing and some permanent housing with support
services for each type. He also worked with disadvantaged persons in San
Francisco and New York, particularly in an educational context.
He also engaged in developing grants for each level of housing described
in the above paragraph.
Charlotte Watkins - Secretary Ms. Watkins has been a
resident at one of our senior housing projects for over 6 years, she belongs
to various church boards and ladies club boards over several years. She
is very interested in affordable housing and it is a very important issue.
