The central office of RCHDC is located in Ukiah in the Redwood Country two hours north of San Francisco. Ukiah is located in scenic Mendocino County, surrounded by beautiful redwood forests and the vineyards, with the Pacific Ocean nearby. POSITION DESCRIPTION


POSITION TITLE: Accounting Manager

POSITION CLASS: EXEMPT

GRADE: 44

SUPERVISORIAL RESPONSIBILITIES: Yes

SUPERVISED BY: Fiscal Officer

WORK SITE: Central Office

General Purposes and Responsibilities:

Under the direction and supervision of the Fiscal Officer assist in the following areas: 1.) Asset protection, and financial information reliability by helping to maintain the system of internal controls for all agency financial activities. 2.) Help develop, update and maintain the financial accounting system 3.) Develop financial information to assist in the decision making process. 4.) Monitor and report on funding and expenditures for existing projects. 5.) Help develop information to obtain additional funding for future housing developments and related activities. 6.) Track expenditures for projects in development. 7.) Recommend and assist in developing cost-efficiency measures.8.) Take part in the budget development process. 9.) Help identify potential financial problems, using forecasting and other methods, before they become unmanageable, and report such problems to the Fiscal Officer. 9.) In the absence of the Fiscal Officer, act on behalf of the Fiscal Officer and attend Board and staff meetings. 10.) Supervise designated staff members.11.) Other duties as assigned.

Examples of Specific Tasks:

Assist with program/project budgeting; prepares monthly budget expenditure reports; advises the Fiscal Officer on the status of funds and overall financial condition of the agency; Assist with continuing maintenance and development of the fiscal accounting (computer aided) system, to allow for accurate financial forecasting, and maintenance of adequate cash flow. Investigate high cost operational items and help develop more cost effective methods. Supervises accounting staff as assigned; attend meetings as assigned or required in the absence of the Fiscal Officer. Take part in the hiring of fiscal office staff per agency policies. Other related duties as may be assigned.

Qualifications:

1. Thorough knowledge of generally accepted accounting principles and practices and their application to non-profit organizations.
2. Ability to perform complex financial analysis.
3. Ability to prepare and monitor budgets
4. Ability to work with others in a spirit of teamwork.
5. Possess excellent verbal and writing skills.
6. Possess the ability to work independently.
7. One year experience in computer system management and data processing operations, as well as familiarity with Excel, Word and other office suite applications.
8. Possess Supervision skills and experience.
9. Valid California Driver’s License and reliable transportation and willing to use own automobile.
10. Automobile liability insurance.
11. Educational qualifications appropriate for position’s responsibilities, Minimum Requirement: Bachelor of Science Degree in Accounting or related area, and Two years of relevant and related experience; or Associate of Science Degree in Accounting or related area, and Four years of relevant and related experience.

SUPERVISED BY: PROJECT & MAINTENANCE MANAGERS

WORK SITE: VARIOUS PROJECTS AS ASSIGNED

GENERAL PURPOSES AND RESPONSIBILITIES:

JANITORIAL: to maintain the cleanliness of the common areas various apartment complexes as assigned. MAINTENANCE: To assist numerous Project Manager's at any of several apartment complexes with needed repairs and the routine maintenance requirements of the project.

EXAMPLES OF SPECIFIC TASKS:

Under the direction of various Project Managers at any of several apartments complexes to perform the following duties:

JANITORIAL: Regularly clean the office, bathrooms, laundry and community rooms, vacuum all carpeted areas and to clean any other common areas as required by the Project's Managers.

MAINTENANCE: Prepare units for occupancy (clean, disinfect, paint, patch etc.; repair and or replace doors, doors locks, light, keep walkways and parking areas free from debris: Pick up supplies and perform other general maintenance duties as required by the Project Managers. Other duties as may be assigned.

QUALIFICATIONS/ REQUIREMENTS

1. Must have good verbal communications skills.
2. Must be well organized and through.
3. Must be able to work under supervision
4. Bondable
5. Ability to work and be sensitive to the needs of low income persons, and the handicapped.
6. Must be willing to use own transportation.
7. Must have a valid California Driver's License, proof of signature and reliable transportation.
8. Must have experience in routine repair and maintenance of buildings and appliances.

GENERAL PURPOSES AND RESPONSIBILITIES:

To keep and maintain buildings, equipment and grounds in good conditions at all times. To insure the buildings and grounds* are kept in such manner as to create a healthy and safe physical environment, maximize the useful life of all property. To follow and keep up to date the project Maintenance Schedule and those reporting requirements, respond to immediate needs and arrange for skilled repair work as required. Maintain project per corporations Management Plan. (*Lawn and gardening services are currently provided by an outside contractor).

EXAMPLES OF SPECIFIC TASKS:

Implement the required routine inspections and record those activities on the projects Maintenance Schedule. Order maintenance supplies; prepare units for occupancy (clean disinfect, paint, patch, etc.) replace windows, doors, door locks, lights; keep walkways and parking areas free of debris; *Oversee the maintenance of the lawns/garden areas and sprinkler system. Maintain inventory equipment, tools, etc. Report health and safety hazards, injuries and accidents to the proper authorities and to the Property Manager or central office as soon as possible. Maintain the property according to health and safety standards. Execution of rehabilitation plans. Maintain work order log in accordance with Manual specifications, and "repair/reports" filing system. Maintain a repairs/replacement file on the project and on each unit at the project. Maintain the project Maintenance Schedule and submit copy of it on a quarterly basis. Solicit bids for necessary work. Supervise employees and subcontractors. Also other duties as may be assigned.

GENERAL PURPOSES AND RESPONSIBILITIES:

To organize and administer the day-to-day operations of the apartment complex, verify and process information required to comply with government regulations. To enforce rules of occupancy in accordance with corporation policy, government regulations, and the project's Management Plan.

EXAMPLES OF SPECIFIC TASKS:

Takes applications, verifies information, certifies eligibility, maintains waiting lists executes and enforces leases. Collects rent, makes bank deposits; executes policies regarding non payment of rent, interim and annual certifications for rental subsidy, prepares monthly reports including rent rolls, vacancies, rent up, resident activities. Maintains rent records for monthly rent subsidy billings. Provide a detailed orientation to each new tenant concerning rights, obligations and procedures and for reporting and resolving problems. Reports any injuries, illegal activity and health or safety hazard to the central office and contacts the appropriate services or authorities. Also other duties as may be assigned.

QUALIFICATIONS/REQUIREMENTS:

1. Must have good writing, and math skills.
2. Must be well organized and thorough.
3. Must be able to work and make decisions without supervision.
4. Bookkeeping experience helpful, but not required.
5. Familiarity with landlord/tenant law helpful.
6. Previous management experience preferred.
7. Valid California Driver's License, automobile liability
insurance, reliable transportation and willingness to use
own automobile on job.
